Housing for the Masses

Special priority was given to a nationwide housing program using the integrated human settlements approach of providing our people, particularly the urban poor, not only with the shelter but also with basic social services and income generating activities.  Blighted slum communities in urban areas were rehabilitated.  Other slum dwellers were relocated to more habitable human settlements within Metro Manila and nearby provinces.

Through the Bagong Lipunan Improvement of Site and Services (BLISS), the Marcos administration expanded the government’s housing programs for the benefit of low-income group through the help of PAG-IBIG Fund.

The massive slum upgrading and sites and services development projects have improved lots in total of 14,000 as of 1985 from a mere 2,500 in 1976. the total housing constructed under the new shelter system reached 450,000 during the period 1975-1985, with and average of 40,000 units per year.
